Windows 10 system disk usage at 100%


I have 2 HDDs in my PC. Drive C, (the one with windows on it) is always at 100%, while my second drive is usually at 0%. I've looked at other threads and other websites but none of the solutions helped. 
I've tried disabling windows search and superfetch, and I tried disabling "show me tips while I use windows" in the notification settings. I've also tried disabling Windows Defender and made sure that the Virtual memory is set at 1.5x of my installed RAM. Anyone know what to do? I'm running out of ideas. 
My system specs are: 
Nvidia GTX 770 2GB OC 
AMD FX-8350 
8GB 2133Hz DDR3 RAM 
ASUS M5A78L-M/USB3 Motherboard
 running Windows Home 10 64-bit 
I'll also mention that this has been happening for a long time, but I just haven't noticed it as Task Manager always says 50% but not 100% because I have 2 drives. I noticed this recently in the Performance tab as it shows my 2 drives separately there.

TheKwak : The top disk user changes between things like System and Microsoft Windows System Protection. The problem is the top one only uses like 1MB/s anyway so I don't see why it would cause 100% disk usage. 
Herdnerfer : Do you leave your pc on all the time or only when you are using it? 
TheKwak: Mostly only when I use it, but sometimes I leave it on to update games etc. The problem starts as soon as the PC boots up though. 
TheKwak : little update. I had Norton as my anti-virus. I decided to try scanning with a different one so I disabled Norton and installed AVG. I could not get it to scan, (it said initializing forever) so I used AVG remover to uninstall it. While AVG remover was doing its thing, I noticed this. http://imgur.com/a/lZfxd It's been a few minutes since then and my Disk usage is at 1%. I have no idea what I did, but problem solved I guess?
